This paper presents the LILBED Quantum Problem-Solving Leadership Theory (LQPSLT) as a conceptual framework for understanding leadership as a structured process of problem interpretation and decision-making under conditions of uncertainty. Existing leadership models often assume that problems are clearly defined and stable; however, practical environments reveal that many problems are evolving, multi-layered, and influenced by contextual factors. The proposed framework outlines six interrelated stages: problem sensing, immersion, deconstruction, simulation, entanglement, and collapse. These stages operate within a broader "problem field," which includes informational, structural, and human elements that influence outcomes. The study contributes to leadership literature by emphasizing problem structuring as a central leadership function and by offering a systematic approach to handling complexity..
