The use of digital tools has affected the arrangement of workforce management in academia. This paper aims to explore the extent of digital human resource management tools used in private and government universities concerning the effects, hindrances, and best practices of implementation. This study identifies applications such as recruitment platforms using artificial intelligence, learning management systems, human resources analytics, and employee engagement tools by examining recently published research articles and reports. This study uncovers the digital divide between private and government universities. It also reveals that private universities are more responsive and more proactive in pursuing innovations in the recruitment and selection of employees, employee relations, and the use of IT in support of decision-making. On the other hand, government universities take more time in terms of embracing innovations due to the following factors; inadequate capital, policies and regulations, and conservatism. However, these institutions have more stability and order, meaning that, with time, there is a steady, but solid introduction of new digital solutions. This paper also outlines the challenges that the two sectors share, including; digital literacy, privacy, and infrastructural challenges. It also shows icons such as leadership commitment, specific training, and organizational approaches to digital transformation. Finally, this research work offers a set of tips to encourage digital HR adoption in private and government universities. The findings of this research will be useful to policymakers, administrators, and HR practitioners who strive to manage digitization challenges in the context of academia. This emphasizes the importance of an integrated approach for the development of private and government universities to ensure technological empowerment in the education sector.
